Begging is already a profitable business in Thailand. These people make even more than the average factory worker. Although the idea of handing them an ID card sounds ludicrous. It is a way of keeping track of them and of ensuring that other people don't use a handicapped person to be taken advantage of (like they are now) by others who take them to a place to beg and collect most of what the disabled person makes.

Because of the large income given by the public they should be finding a way to tax these people also.

Again, I think it is ridiculous to issue these cards. At the same time I can see the logic of it too. It should be applied to monks also.

The name's beggar, poor penniless have nothing beggar, licence to beg...

Does this actually happen in any other country in the world?

...does this make sense to make it 'a legal practice'..... ???

...it has been stated countless times that the beggars....many deformed and handicapped....are being exploited by a select few.....

...so now...rather than address the plight of those in need......make it 'okay'.......

Just one more law for the BIB to not bother enforcing.

Do the extortion taxis and food stalls have permits to be where they are? No!!!

They are there because they pay to be there just as the beggars are paying to be there.

The BIB are selling the streets and sidewalks to make a few bucks so the rest of us are forced to walk on the streets at our own peril and the cars are forces to drive on 1.5 lanes of traffic (on Sukhumvit 11 for example).

Can't even make it down soi 11 on a motorcycle in the middle of the day anymore.

Honestly, it's going to be difficult for the operators of this site to come up with any good April Fool's articles this year as there seem to have been so many published already.

sounds like they are using another way

to clean the road ,once a real beggar who can not offerd to pay the fine will end with begging ilegally

whats the point here is clean the road ,haha maybe the second steps is list the time and location for begging

Failure as a society when begging becomes a government endorsed occupation. But on the bright side there will be opportunities for clever businessmen within the new regulated begging industry. And begging is not on the list of protected industries under the foreign business act!

Excellent point! Can we now see the long list of 'jobs reserved for Thais only' be amended to actually include include Thais (oh the shame)? Notwithstanding the majority appear to be Cambodians (so can anyone join in? smile.png​ ), can you imagine anything more embarrassing than a country's official stance include 'begging'?wacko.png
