If not working, not married to a Thai or not undertaking a course of education you choices are limited to

a) Tourist visas or

Thai Elite membership > http://www.thailandelite.com/glimpse.php <

Overstay is charged at 500Bht/day to a maximum of 20,000Bht . Most major border points will deal with overstay.

You can only get a single entry tourist visa in Vientiane.

There are not many options for those under 50 and not married to a Thai or have a Thai child. There is the Thai Elite membership that costs 500k baht that allow you to get a multiple entry visa valid for 5 years. See: http://www.thailandelite.com/glimpse.php

The max overstay fine is still 20k baht. If caught with an overstay after the 20th of this month he could be subject to a 5 year ban from the country.

Laos will only give single entry tourist visas now.

You could always try studying Thai and getting a education visa, but i believe they're cracking down on these.

Your 'friend' (without a computer) is ok to clear it anytime as long as its less than 90 days. Nong Khai is the only border for semi biggies. If he goes over 90 days then get it done before the 20th of this month.

Get it sorted and can do it at border.

In Vientiane same as about everywhere you can obtain setv. Gives you 60 day and you can extend. Repeat process. You could also mix in some visa exempt entries. As a yank you will get 30 days at border or airport. Sometimes good to have some cash on you. To obtain setv at Vientiane you can bus/train from bkk. CRAZY. or fly to UT and quick minibus next day early to apply for setv. Pick it up next day. Prety much means one night ut one night Vientiane. There are other ways. That's the chilled one IMO
