Double and Triple entry visas are no longer issued.

In London you could apply for one of the (new) multi-entry tourist visas but otherwise only single entry visas are issued.

I think you misunderstood his question. He is asking if he can get an SETV from Phnom Penh, based on his recent visa history which he describes. I think it is clear in context that he knows he can no longer get triples or doubles.

Can we get a NON O visa for thai kid or thai wife at Sianoukville ?

You might be able to get a single entry non-o visa based upon marriage to a Thai or being the parent of a Thai from the embassy in PP. Not sure they will allow agents to submit the application.

This is correct. Agents will only handle tourist visas.

again not true

my Khmer gf got a non b visa via an agent (on street 172 next to the Hometown hotel) $90

I went last week. Don't go to the embassy at all. Go to a travel agent with $49 and give them your passport. 3 days later (including the day you drop the passport off) you will have your visa. No form filling. No queuing. No photographs taken. Nothing. This costs a whacking $9 over doing it all yourself... Welcome to Cambodia, nobody stands in line if they can help it.

I'm going with a friend who needs to obtain a new visa.

Can he pay extra and get his visa the following day? Don't mind paying more, it can be $60 whatever. How about same day processing? Although next day should be good enough in his case. What time is the earliest he can expect to get his visa back? Can it be in the morning or does it have to be in the afternoon?

Since we're going just before Songkran, no way he could wait more than a day since the embassy will be closed from Wednesday to Friday that week.
