DSI poised to investigate illegal land encroachment on Naka Noi island

PHUKET: -- The Department of Special Investigation will ask the justice minister to invoke Section 44 of the interim constitution to place Naka Noi island off Phuket under protection in order to prevent illegal encroachment by influential criminal figures.

The DSI’s proposal is in response to a complaint by actor Puri Hiranprueck. Writing in his Instagram, the actor said that a group of men, several of them armed, landed on Naka Noi island next to his family’s plot of land.

He said he was afraid that the men, believed hired by an illegal landowner, would clear the dense forest on the island in order to claim ownership. He added that when his men tried to stop these strangers they pointed the guns on them.

Puri pointed out that the Naka Noi island is the home of the rare hornbills which may be threatened if the forest is destroyed.

Pol Lt-Col Prawuth Wongsrinil, commander of the office of consumers and environment protection, said he had raised Puri’s complaint with the DSI chief Pol Col Paisit Wongmuang and both of them agreed that they would propose the justice minister to invoke Section 44 to place Naka Noi island under protection.

He said the DSI had not asked the Land Department to consider revoking land rights certificates which were suspected to be illegally issued by corrupt Phuket land officials.

Why haven't the corrupt Phuket land officials been investigated or arrested? They hand out more and more suspect land titles and they are never held accountable. Unbelievable!

Even worse, a well-known actor seems to be able to get instant attention from someone in a reasonably high police position, whereas the sea gypsies and other poor people being encroached on get nothing.

Actually that's not true. The DSI backs the Sea Gypsies claim to their land, it's the Governor and local police that back the developer...

I bought some land 1 rai 1ngan off the family which is between two others family land.the missus papa run down and marked it out the same day with posts.i said why such a rush and her answer had me in stitches...because my lubb (love)here land have legs.in other words the family could nick it back after the deal.anyway it turned out to be 1.5 rai and they lost out.the land office turned up and both parties agreed even though I got a bigger slice of the cake.in Thailand if the land ain't kept an eye on then it end up as someone else's farm.

PHUKET: -- The investigative committee tasked with deciding which claims to land on Naka Noi Island are legitimate has been given until May 6 to announce its ruling.

Phuket Vice Governor Chokdee Amornwat announced the deadline after his inspection of the island yesterday (April 7), in his failed search for evidence to support claims by Thai actor Puri Hiranpreuck that more than 10 men armed with guns had moved in with heavy machinery to start cutting down trees on what Mr Puri claims is public land.

More than 30 officials joined V/Gov Chokdee in his inspection, including Capt Sathaporn Wajrat of the Royal Thai Navy, who also serves as Deputy Director of Phuket Provincial Office of Internal Security Operations Command (Isoc) and Lt Sompop Kamkhana also of the Royal Thai Navy.

“We saw no signs of forest being cleared and discovered only a few cement steps were made to go up the hill into the forest,” V/Gov Chokdee said

“We talked with three workers who were camping in the area. We found no guns on them or any heavy machinery in the area, only a kitchen knife, dried food, cooking supplies and water,” he confirmed.

The alarmist Facebook post, in which Mr Puri said that he and his family “felt threatened by the armed men”, is the latest episode in an ongoing battle between the Hiranprueck family and Phukhaohokluk Co Ltd (Six Mountains Co Ltd), which claims to own 24 rai on Naka Noi, said V/Gov Chokdee.

The feud spilled into the public domain in December, when Mr Puri invited Department of Special Investigation (DSI) and the press to inspect the island as the DSI were investigating his claims that the land titles held by Phukhaohokluk Co Ltd were illegally issued, and that the land claimed was state property.

“Chanwit Kitlerdsiriwattana and the two other main investors of Phukhaohokluk Co Ltd have a NorSor 3 land document which they say proves their legal claim to the land,” V/Gov Chokdee said.

“But Mr Puri in December filed a complaint with the DSI, and since then that land deed has been under investigation. In December both parties were granted three months up until April 24 to file their complaints against each other – and since then both parties have been filing complaints to the Phuket Provincial Office (headed by the Phuket Governor) and the Thalang Police.

Hard to pick a favourite here. I though all island land was government land and could not be legally owned by individuals and companies, similarly all mountain land with a slope of more than 30 degrees.

No-one believes in any title document issued in Phuket anyway. Hub of corrupt land registration. Chuck them both off and return the island to its original uninhabited state would be my favourite outcome. looks like they won't be able to share it anyway.

The best you could hope for is they will be transferred to an inactive Land Office. biggrin.png
