BANGKOK: -- The Election Commissin was slammed by Constitution Drafting Committee chairman Meechai Ruchupan for overacting beyond its authority by proposing to publish the good and weak points of the draft charter to be distributed to members of the public before the referendum.

Mr Meechai questioned how the EC knew which parts of the draft are good or bad and what basis they used to judge the draft. He said the EC would be seen as partial if it goes ahead with a publication detailing the merits and demerits of the draft.

Mr Meechai said that the voters should judge by themselves whether the draft is good or bad after having gone through the draft. He suggested the EC not to overstep its role and responsibility.

The CDC chairman disclosed that the CDC would submit two sets of documents to the EC – one set is the summary of the draft charter and the other set is a summary of the key issues of the draft which number about ten that voters should know.

He denied the Democrat party’s accusation that the draft was flawed. “It is not about flaws in the draft but it may be because they (Democrats) disagree with some provisions in the draft which is quite normal,” he said.

Meechai said political parties which have conscience will not distort the draft or certain provisions of the draft if they do not agree with them.

He also brushed aside an accusation that the draft was tailored to help the Democrat party regarding the qualifications of election candidates.

In Australia, and probably any westernised nation, a referendum is accompanied, well in advance, by leaflets explaining the proposed changes and positive and negative assessments of all points.

This would be a difficult task here as a whole new charter is involved.

How many people, even educated ones, will be able to read the proposed charter and understand it, and more importantly the effects of the amendments, short and long term, especially given that many country Thais are illiterate.

Panic seems to be setting in.

The EC routinely tries to exceed their competency. Meechai is correct, although I suspect he is peeved because the EC has proposed to supplement the CDC summary, and he does not want to be upstaged.

Does it matter?

I wonder if Meechai ever hears himself? It might be embarrassing.

Maybe from CDC's solicitation and gathering of public responses? The EC might ask Meechai the same question - how does the CDC and the other Four Rivers know that ALL parts of the charter are perfect when there's not a system of government in the world that it compares to?

Maybe Meechai doesn't like the competition? The EC is presumably an Independent Organization under the Provisional Charter and solely charged with presenting the referendum to the public. By what authority does the CDC have to inform the EC how to do its job. Meechai is in fact overstepping CDC's role but no doubt being one of the Four Rivers of government he feels empowered.

Agree, the EC has a very patchy history:

- All members going on a junket to Europe a few days before an election, and way during the actual election. And no explanation ever of the purpose of the junket.

- Allowing polling booths to set up the desks where people record their vote so cameras could record how people actually voted.

- Publicly seen internal fighting and oneupmanship par for the course. One female member who seemed to think she had the right to make decisions and comments without reference to the whole commission membership.

I was rather referring to the obvious lack of enthusiasm of the EC in organising and implementing the last 2014 election, which sheds doubts on its alledged neutrality.
