A single entry tourist visa, SETV, good for a 60 day stay and extendable for another 30 days at immigrations in Thailand, those are obtainable at Thai embassies and consulates in neighboring countries ... for passport holders of many countries. Could you get a 60 day SETV extend another 30 then head to Vientien and get another SETV?

Could you get a 60 day SETV extend another 30 then head to Vientien and get another SETV? You could get another one without a problem. It is possible to get 3 of them back to back or possibley a 4th.

May 10, 201610 yr Google "Visa policy of Singapore" and according to your nationality that we don't know determine if you get a visa free entry to Singapore and for how long. It is very unlikely you will get a Thai Visa in Singapore. But you don't need it actually. Upon departure in the Thai airport, apply for a single re-entry permit that will keep the existing permission of stay valid. The one you got from the Vientiane visa. Cost is 1,000 baht. You could get a single re-entry permit for the 60 day entry from your tourist visa that will keep the remainder of your entry valid when you return. You can get one at either airport in Bangkok for a fee of 1000 baht. Singapore is not a good place to get any visa. You will get a 30 day visa exempt entry when you arrive in Singapore.

None of those counties get a visa exempt entry to Thailand which is what the OP entered on. You are getting a re-entry permit for your 60 day permit to stay not your visa. The visa being expired or used does not matter.
