BANGKOK: -- Prime Minister Prayut Chan-ocha will witness the signing of nine memorandums of understanding between Thailand and Russian and the private sectors of the two countries during his formal visit to Russia today and tomorrow.

The prime minister and his delegation left Bangkok for St Petersburg today (Tuesday) at the invitation of his Russian counterpart, Mr Dmytri Medvedev.

The two-day visit is the first by a Thai prime minister for 11 years. The visit is also significant for the relations between Thailand and Russia which will mark the 120th anniversary next year dating back to the reign of King Chulalongkorn.

The two prime ministers will hold talks on wide-ranging issues from military, agriculture and environment to food security, energy, investment and trade.

Nine MOUs will be signed during the visit – six between the two governments and three between the private sectors of the two sides covering military and agricultural cooperation and cooperation between SMEs of the two sides.

During the visit, the prime minister will also try to encourage Russian businessmen to invest in Thailand and in Asean.

Wonder how varied his pallet is. Will Caviar and Vodka be on the menu ? Wonder what sort of businesses honest Russian businessmen would want to get involved in.

Nine MOU's and no details whatsoever.

Where is the transparency that Prayut was going to differentiate his regime from previous governments?

To make these MOU's legally binding on the next Thai government (such as an elected one), they would have to be ratified by the Thai legislature. Otherwise, the next government has no legal obligation to the terms of the MOU's (aside from complete forced removal). If Prayut bothers to have the NCPO-appointed NLA rubberstamp to ratify the MOU's, maybe the public will get a glimmer at their content.
