On the website it mentions something about 'listed and non-listed' countries and their requirements... Will he need to show hotel and flights (and even bank statements)??? Hotel = his Thai partner's condo, flights = there's one flight back into Thailand as he wants to covert his visa inside the country (don't worry about this as I know some people disagree) and bank statements = well that's not gonna happen. For tourist visas their have been asking for proof of employment and other things only a Malaysian or a permanent resident could supply. Penang would be a much better choice.
