Flooding/Foundation issues in Surin

I have a friend who's house seems to get flooded every time it rains, and it's causing foundation issues. Can anyone point my in the right direction regarding someone that could take a look at this and possibly fix the issue?

For anyone living in Wongamat Beach, there's a new open mall being constructed across the street from the Centara Grand Mirage resort. It's supposed to open later this year and will contain restaurants, cafes, a grocery store, etc. With any luck, the grocery store will be good. And the area could use a few more restaurants.
