Do you mean leave, say I go to Laos, then when I come back to Thailand go to Thai Imm.

And get tourist visa ?

You obtain a visa from a Royal Thai Consulate outside of Thailand and then enter using that visa.

I just tried to get ticket to Laos before my Nov 14 date, no flights until Nov 15.

If I go to Mae Sae Nov 13 then get stamp until Dec 12 can I still go to Laos and apply for 60 day

Yes. But there is never any guarantee a Consulate will issue a tourist visa - if they did not you would still be able to return on another 30 day entry without visa as you have not used up the 90 day limit.
