no matter what they say or claim or hope for, the global lack of competency combined with corruption and cultural "never mind" prevailing attitudes will prevent significant or effective improvement.

the other thing noticed from seeing photos of accident victims secured to hard spine boards on stretchers is that they did not have standard and required cervical spine hard collars (neck spine immobilization). this is universal standard of care. the collar is removed after the hospital clears the neck of injury. pathetic

if it was raining hard causing visibility difficulties then any idiot would know to slow down until conditions improve, it is no excuse, the police have it exactly right - at the very minimum reckless, the resposibility is in the hands of the poeple operating the boat, they alone made very poor choices that ended in more needless deaths, there is a very clear message that needs to be sent here to all boat operators - they are and will be held responsible with severe penalties for stupidity

The only real solution/ cure for stupidity, is death...

The weather plays a role in the decisions that have to be made by the boat drivers. It is never a factor because it is always changing. The conditions dictate how a boat should operate. If one ignores the conditions then the only factor is HUMAN.
