Of course she can. I take it that her birth certificate lists her as British, if so just bring this as a precaution.

How will she be allowed to board the return flight travelling to the UK on a Thai passport with out a valid visa, not that she should get one as she is a British citizen.

She should have a British passport also, enter and leave Thailand on the Thai one and enter and leave the UK on a British one simple as that.

Is there any reason why the OP has not obtained a British Passport ?

If it's not necessary I would rather not waste my money on British passport

It's simply not a waste of money,a British passport will afford your daughter easier travel globally than a Thai passport and is a requirement for British nationals departing and entering the UK.

As far as I know a UK birth certificate will not be accepted for entry to UK without some considerable delays or perhaps a denial of entry.

There is also the problem of boarding a flight back to the UK without one.

The wife does not have British passport she just needs to prove she has citizenship which she has , so a birth cert will suffice I presume. ?
