BANGKOK: -- Seniority, resourcefulness and behavior will be the main qualification in determining the promotions of police officers in the future under a police reform proposal worked out by National Reform Steering Committee for legal and justice affairs.

Mr Kamoon Sitthisamarn, a member of the National Reform Steering Assembly, said that the proposal, called the 70:30 formula, would provide a solution to the annual police reshuffle list which has been subjected to widespread criticism every year.

He pointed out that the regulations regarding police reshuffle have loopholes opening room for political interference in the annual police reshuffle or for police superiors to use their discretion in the promotions of police officers bypassing seniority and other qualifications.

Clarifying the 70:30 formula, Mr Kamnoon said that 70 percent of police promotions in the future would be based on the three-element qualification namely seniority, resourcefulness and behavior. For the remaining 30 percent, seniority can be bypassed but with the consent of the Police Commission, he added.

As for resourcefulness and behavior, the lawmaker said that if a police officer faces disciplinary probe, his seniority will be cut down by one year.

Regarding the promotion of police officers with the rank of a commissioner, he said promotion will be determined by the three elements of seniority, resourcefulness and conduct.

what a load of CRAP, money first = promotion, way too many Police, force could be halved and workload quadrupled, many just sit around all day doing nothing...............I have several come here, often stop for up to an hour just chatting.

Reform assembly to review police's promotion system

BANGKOK, 13 June 2016 (NNT) - An ad hoc committee of the National Reform Steering Assembly has proposed the use of a “70:30” system for the promotion of senior police officers from the ranks of inspector to commander in order to promote civil servants who are capable and moral.

The committee’s spokesman Khamnun Sitthisaman said the assembly’s meeting on 13 June will consider a report on standards of appointment and transfer of police officials to prevent political interference. The report was part of police reform which was one of the nine important reforms driven by the assembly, said the spokesman.

The committee proposed that at least 70% of the vacant posts will be given to qualified officers from the ranks of inspector to commander based on their seniority and qualifications. The rest 30% cannot be based on seniority but only with approval from the Police Commission.

As for appointment of the commissioner-general post, the committee proposed that it will be based on the police’s seniority list since the list takes into account both seniority and qualifications.

Just use an open-auction/bidding system.

The NRSA must appear to be solving problems.

Heaven forbid they should question the need for the mass "reshuffle" in the first place. It is so obviously a way for the top brass to manage "loyalty".

Actual reform ideas for the police are, of course, off limits.

Of course seniority is first on the list. So really no changes expected in how things are done.

But.....do the ghosts and the dead officers get the chance of promotion?

Does this mean the police will no longer have to buy promotion?. I doubt the top men will go along with that.coffee1.gif

It is a start but it will be very difficult to wean them away from the under-the-table money to get promotions or rank. Need to start with a career plan for new officers so they know there will be upward mobility without tea money to the boss.

They should make they are alive first!
