There was a recent report of someone being denied out/in visas exempt entry at that border, but I think they had many previous entries. They will usually stop you exiting if you can't immediately re-enter, but they don't have to. Yes, I would say Nong Khai is a better bet, but unfortunately you are always at the mercy of the IO. I only need two more months and I found that getting the 30 day extention at chiangmai is such a breeze if you use the visa agent next door a simple border run would be just right.
