Is there any way to garner support in a bid to get posted rules of civil discussion applied evenly to all members-specifically to get one member sufficiently warned so as to stop the highly personal attacks, even use of a perceived name and other private details.

Ideally, such recourse would not involve being threatened with banning for making a report- and would mandate impartiality on part of the moderator no matter their personal view of an opinion- or a member.
