Officer Arrested over Armed Robbery

Captain Seng Narin, a deputy commander with the Chamkarmon district Military Police, said yesterday that a military officer with the Royal Cambodian Armed Forces had been arrested last week in connection with an armed robbery in 2014.   He added that Captain Song Sovann, 27, was arrested on Thursday afternoon by the district’s Military Police and had since been sent to Prey Sar prison.
 

“He was arrested based on the court’s warrant after he evaded arrest for more than two years after committing the crime in Phnom Penh,” he said. He said that according to the court’s 2015 arrest warrant, Capt. Sovann had been charged in absentia by the Phnom Penh Municipal Court with “theft with aggravating circumstances” under articles 353 and 357 of the Penal Code.  
 

Capt. Narin added that on February 11, 2014, Capt. Sovann and three friends robbed a motorist in the capital. After the robbery, three of the men were arrested by municipal Military Police, but Capt. Sovann managed to escape. A clerk at the municipal court who requested anonymity said yesterday that the three men were convicted last year and each sentenced to three years in prison under the charge of “theft with aggravating circumstances.”
