Guys - anyway to focus or enhance some CCTV stills? History - vehicle recorded hitting my car but the no. plate too grainy to read. Police would help  if I had the name of the culprit . Any suggestions? 

Do you have access to the original footage ?

if so I think you could try  splitting the video into single frames  then use some software  to overlay  many  single frame images on top of each other to produce a composite image that should have a higher resolution.
