File TM30 Online - Where?

Totally confused! If I enter Thailand with a (multiple) TV, staying at an apartment building, and, after my initial 60 days, I want to extent my TV by 30 days, finding out at Chaengwattana that the people 'in charge' at the apartment building (or the landlord of that building) neglect registering the foreigners staying there, will I get fined at Chaengwattana Immigration?

Potentially yes. Although not sure it is fully the fault of the 'people in charge'. You should check with the Admin at your condo building.
