I have a unique situation.

 

I came into Thailand on a Thai Visa Wavier and then extended it once for 60 days. (normal procedure)   Then because I had medical issues Immigration at Bumrungrand Hospital gave me 2 more Visa Wavier's with a Doctor's consent based on my medical condition.  Good until Oct 1, 2016

 

Here is my question:

 

Can I "change the Status of my Visa Wavier to a Non-O Visa for Retirement Purposes." based on Immigration already giving me 2 extra Visa Wavier.  I am concern about leaving the country because Laos and Cambodia have limited Medical Resources if something happens.

 

If so where do I go and what is the process?

I doubt what you're proposing happens very often, but I see no reason why it cant be done. As long as you have at least 15 days left of your current permission to stay (medical extension) you should be able to apply to convert your visa exempt entry to a non 'O' visa/entry.

 

You will need to apply at CW immigration (assuming you live in Bangkok).

TM.87 Application form.

1 x 4x6 cm photo.

An Embassy affidavit certifying an income of at least 65K baht pm.

Passport copies: ID page, entry stamp, extension stamp, departure card.

Maybe proof of address. 

2,000 baht.

 

About two weeks after you apply for the non immigrant visa you will need to go back to CW to get the visa stamped in your passport. The visa will be immediately used and you'll be given permission to stay for 90 days. During the last 45 days of that stay you need to go back to immigration to apply for a 1 year extension of stay based on retirement. You apply for the extension using TM.7 and provide the same documents as before. The cost is 1,900 baht. The 1 year extension should be issued there and then.
