Once upon a time that actually meant declaring war. Regardless of whether Assad is a tyrant, the media seems to have no problem in invading an annexing territory of other sovereign states. Hypothetically then if Australia, with some clever PR and disinformation, declared the New Zealand government tyrants and terrorists then it could legally bomb NZ, invade and annex their territory and it wouldn't be considered an act of war. It would be an act of liberation and restoring democracy and freedom. I guess in the age of PC sack and pillage doesn't actually mean that any more. Then to invade Iraq, never enough troops and the fast run to Baghdad with our cleaning out the cities on the way up. Never ending the corruption that now has taken over again. Not stopping Assad from killing his own people to stay in power. We, USA, should keep our noses out of these countries and if and when they bring their crap to our door step crush them like a cock roach !! Starting with Baptista in Cuba and down hill from there, the Politicians generally do not have pay for their mistakes.
