Yes, the civil work is "almost finished" (have a look at Rangsit and Bang Sue stations) but the systems contracts have only just been let, things like rolling stock (particularly metre-gauge EMUs) are not an off the shelf item.

The work is nowhere near finished I can assure you, huge sections of the route only have the foundations in place and none of the motorways they have to cross over have work around them. I live right by it. Rest assured there is a lot of work to do still. Wat Samianalee to Bangsue has 0 tracks and only foundations.
