BANGKOK: -- Eight million people who registered as low income earners will be thoroughly screened before they are entitled to free state welfare.

Revenue Department’s director-general Prasong Poontanet said the screening process is now underway to check if the eight million registered low income persons are qualified for government welfare.

He stated that this was to make sure that they were really earning less than 100,000 baht per year.

Section 44 will be invoked to allow the Revenue Department to hold applicants upside down and shake them to see what money falls out of their pockets.

That would not even be bad.. i seen in my country what happens if everyone can get welfare even if they have undeclared income. It becomes a big burden for those financing it while many of the recipients are living large. (I am not against welfare for those that really need it but for all measures that counter abuse)

"...Eight million people who registered as low income earners will be thoroughly screened before they are entitled to free state welfare...to make sure that they were really earning less than 100,000 baht per year...".

If only DG Poontanet and his Revenue Department bureaucracy were this thorough with the tax cheats at the other end of the wealth spectrum. Even their own department has recently had it own pack of criminals exposed!

Apparently, this screening includes "...a detailed inspection of their accounts, investments, bonuses and any payment of withholding  taxes..."!

This justification by Poontanet almost equates to a "Qu'ils mangent de la brioche" understanding of the plight of the poor by those more-fortunate officials and bureaucrats. As if this is not bad enough, in another glaring example of government failure (to properly address the issue of low-income welfare in this country) in June, Bangkok Post reported a senior finance official advising that there were about 20 million people who would qualify for the scheme. So, what happens to those who didn't register by the August 15 deadline? It would appear the government is unconcerned that there are many more Thais in need of Poontanet's so-called free state welfare!

It's hard then, to believe that everyone in the Kingdom is happy!

Replacement program for the rice pledging scheme?  Hearts and minds....

Was this a bait letter?? Maybe to catch some that were slightly into the tax paying area. When dealing with the tax people never reveal more than you absolutely have to.
