Yes unfortunately this sort of thing happens all the time in Thailand.  Money will now be involved and the Russian will probably walk away

Russians are worse than Thais for drink driving. As for these animals fleeing the scene and leaving people dying.. They deserve all that's coming their way. My best mate got killed in a hit & run when he was out biking with my brother. The impact on families and friends was horrendous, even now, 8 years later.

Sad news and Russians are a major problem. No respect.
