Fisheries tighten regulations with Seabook registration of migrant workers

TRAT, 1 October 2016 (NNT) - Officials proceed with the regulation of migrant workers in the Fisheries Department, registering over 500 workers during 15-22 September as migrant seafarers in the 'Seabook' database. 

Trat Fisheries Department Lieutenant commander Sansern Serirak disclosed following the announcement from the Prime Minister’s Office regarding the issuance of seafarers under the Fisheries Act 2016, which was also published in the Government Gazette on 14 September 2016, that the establishment of the Seabook registration for seafaring migrant workers is required according to Article 83, paragraph three of the Fisheries Act 2015. 

The Fisheries department had notified owners of commercial fishing vessels weighing 30 gross tons or more, and vessels weighing 10 gross tons hiring migrant workers to bring their workers to register with the Seabook database. The operator of fishing vessels should complete this task within 120 days after the announcement becomes effective. 

Operators that respond within the first 30 days after the announcement comes into effect will be exempt from all costs incurred, while those responding after 15 October will be subject to a 100 baht fee. 

Necessary documents for each migrant worker’s registration include copies of their work permit and vessel registration documents, commercial fishing license, migrant workers’ permit, and a Letter of Intent to work on fishing boats. 

The department of Fisheries, Trat division, will be using the Port in-Port out (PIPO) center at Khlong Yai district to distribute the Seabooks and register migrant seafarers, during 15 September 2016 to 14 October 2016. 

Fishing vessel operators who hire unregtistered workers will be subject to a fine ranging from 400,000 baht to 800,000 baht per unregistered migrant worker, and could have their operating licenses revoked. 

Results from the Seabook registration in Trat Province during 15-22 September 2016 include a total of 43 fishing vessels and 599 migrant workers.
