CDC to present revised draft charter to PM Prayut

BANGKOK, 6 October 2016 (NNT) – The Constitution Drafting Commission is planning to present the revised draft charter to the Prime Minister for consideration next week.

CDC Chairman Meechai Ruchuphan said that the charter drafters are nearing the completion of the revision of the draft Constitution to bring it into line with the results of the public referendum on August 7.

Mr. Meechai said that the revised draft will be submitted to the PM next week; doing so will signal the start of the countdown to the election.

He added that the Secretariat of the Cabinet is preparing the documentation before the draft is presented for royal endorsement.

The CDC Chairman went on to say that that the charter drafters are speeding up the drafting of organic laws related to the Election Commission and the political party system, which will be sent to the National Legislative Assembly for their deliberations, before they move on to work on the draft organic laws related to the election of members of parliament and the election of the Senate.

On September 7th it was reported that the Constitutional Court tribunal of judges must complete its review within 30 days as required by the post-coup interim charter on its review of the changes made by the CDC to the draft approved by the referendum. In fact the CDC had requested the judicial review of the revised draft.

If the judges found the information provided by the CDC to be insufficient, then the court will ask for additional documents or testimony when necessary. So 30 days might not be sufficient time for court review. Meanwhile, a group called the Network of Citizens Protecting the Country submitted a petition with the Ombudsman's Office yesterday asking for an investigation into the legality of the draft charter.1

So it seems premature to prepare the draft for royal endorsement.
