Why would an Internet cafe user need specs like that on a machine? If this is real - it's the stupidest thing I have ever seen from a business perspective. Net cafe users are generally seeking out an e-mail client not the ability to play Crysis 3. 

Most internet cafes I see today are packed with kids playing games that require decent machines so it makes sense to me. The people who used to use internet cafes for emails tend to have smartphones and easy access to data on the move.
