A quick question. I am having a big headache with a foreign landlord who has decided to withhold most of my deposit for his own reasons as seen on following post:

I know its unlikely I will ever get anymore of my deposit back but if I can try and stop him doing the same to other expats well then I will report him where ever I can to stop him doing this again.

Do I need to be on a Non O visa to report him or Tourist visa will be ok?

 

Any advise on both topics much appreciated..

There is no requirement for you to have any visa to start legal proceedings against somebody.

I'm not sure who you think you can complain to. If you're going to take legal action you need to be sure you are going to win as your legal bill will probably be more than the money you're losing.
