Chinese Pair Charged With Kidnapping Girl

Two Chinese gamblers have been charged by the Phnom Penh Municipal Court with the unlawful kidnapping, detention, confinement and attempted extortion of a Chinese masseuse last week. Por Senchey district police chief Colonel Yim Sarann, where the kidnapping took place, told Khmer Times that Ong Qi Xian, 42, and Di Yang Ping, 38, had been charged under three articles yesterday and had been sent to Prey Sar prison awaiting trial.
 

He said the charges related to the kidnapping of 28-year-old Qing Ping Yi at knife-point at about 3am last Wednesday. “Upon arriving in Takhmo City, they got out from the taxi and rode two motorbike taxis to take them to the guesthouse,” he said.
 

“After arriving at the guesthouse, they detained the victim and telephoned her boss, threatening to kill her if her boss did not pay them $10,000 by midday the next day.” He praised the boss’ quick notification of his police officers of the kidnapping, which allowed municipal police to cooperate with Kandal provincial police to arrest the pair at Phallawin Guesthouse and safely release Ms. Qing.
