Need new bank account

I had one at kasikorn but it was closed down due to inactivity......

where can I open new one without work permit, I am just a tourist...

Do you have a tourist visa or just the standard 30-day passport stamp? If you are only an occasional visitor to Thailand you need to consider whether a new bank account really would be justified in your case, bearing in mind that this, too, might eventually be closed through lack of use.
