BANGKOK: -- The labour union of Bangkok Mass Transit Authority (BMTA) has asked the city bus operator to demand Bestlin Group to deliver all the 489 NGV buses to BMTA within December 29 deadline.

 

The union’s request for quick delivery of the bus fleet was contained in a petition presented to Deputy Transport Minister Omsin Chivapruek on Wednesday following press report that Bestlin Group which won the bid to supply 489 NGV buses to the BMTA admitted that the buses originated from China and were not assembled with 40 local content in Malaysia as earlier claimed by the company.

 

BMTA labor union president Veerapong Wongwan said the union would pressure the city bus agency to blacklist Bestlin Group. He added that the union would look into the procurement contract between BMTA and Bestlin Group to find out if the contract was tailor-made to benefit or give advantage to the company or not.

 

Veerapong noted that the delayed delivery of the bus fleet would impact on the bus agency’s rehabilitation plan and on bus commuters.

 

Of the BMTA’s 2,700 existing buses, only 2,500 of them are in working conditions and the new NGV buses are meant to replace the obsolete buses many of which have been in use for 20-24 years.

What an absolute mess! Can't someone get things right for a change, now the people of Bangkok will suffer, I don't know much about the Bestlin Group, I did a google search and didn't find too much, but the amount of fines and import tax could well push any company under! 

Blacklist only? A crime called 'Fraud' has been committed. Company management should do time...

Last year Bestlin filed suit against BMTA and JVCC Joint Venture  for alleged bidding collusion on the same 489 NGV buses. BMTA awarded the bid to JVCC even though its documents were incomplete and did not declare details of the bus parts and how the vehicles were made. BMTA for unspecified reasons rebid the purchase and awarded the contract to Bestlin. That rebid delayed delivery by 3 months. Nowhere did the union demand JVCC be blacklisted nor criticize BMTA for the award to JVCC.

So I question the union's independence and motivation for blacklisting Bestlin.
