I have a daft question.

When my wife and I return to the upcountry village house she owns , a wonderful farang follie but that is another story, will she have to travel the 70 odd kilometres to Phibun  immigration office to report her husbands stay?

Or can we do it at the local police station a mere 10kms away.

We will arrive together from overseas .

This is rapidly turning into a nightmare for all involved.

initially it was Chiangmai enforcing the law, as they have had some sucess

in generating revenue it appears to be spreading fast, quite like a virus.

i just wish they themselves knew what was going on,

if anything , some sort of official clarification would be nice.

people are happy to comply as long as they know what is expected of them...

You have been told a hundred times on this forum that this is happening. As soon as it was clear to me that they were enforcing this law,i started complying, after 10 years of not bothering. They know exactly what is going on,you,on the other hand don't want them to apply a law.On my first compliance i asked about cruising around Thailand,he laughed and said only when coming back from os.

They have printed nice clear leaflets.. The problem is the expecation, which you claim people would be happy to comply with, is in the letter of the law utterly crazy..

Every movement of more than 24h to any address other than your own must be reported, each stop, each check in, each hotel, and each return.. Commercial establishments are responsible for their check ins (even tho the check in computer has been down for days) and each householder for private... The farang has to do a TM28 for each movement.

The law itself is entirely unworkable.. So you have various part enforcement all over the country.. And lots of nice fat fines being issued..

Yes,but the only one you concern yourself with is when you return home from os.The rest is done by somebody else. Not your problem.Farang does not have to do TM28 for every movement, not at my local anyway.

Exactly, the only ones troubled by these ridiculous rules and hurdles are the law-abiding (some of these rules aren't even under our control). We jump through hoops, and Immigration tries to find any error they can to squeeze $$$/Baht from us, and otherwise keep us in fear of being deported. It seems pretty obvious they don't want expats here, and this is just the deterrent they are using to squeeze us out.

If you can't make a visit to your local Immi in your own interest, then you deserve to be deported.

Chiang Rai is 800baht. A friend had a fine in the post for this amount. So someone is matching up the arrival card declaration and then checking if they have recieved a TM30 fir thst address. It must be paying for itself....
I've heard that if you have a yellow Tabien Baan then the TM 30 is not necessary? Can any moderator comnent on this please?

The residence owner needs to file a TM30 regardless of you having a Tabien Baan (yellow book).  Like Chiang Rai, Lamphun is only 800 THB (well at least on the day that they fined this farang's wife ).  Gotta remember, they are not fining you, they are fining the residence owner for not notifying immigration of an alien's residing within their home.

Phuket immigration has one officer that Is specialised in such abuses. They have been long time corrupted and after a deep control by the new government they want to show how correct they are now.

They also pretend 90days report just with non-O visa even before the 90 day have passed and before issuing the retirement stay permit (first stay permit application and issue is already a 90days report) they ask as well proof of residence before they release stay permit, when you don't even know if you will get it or not and you still stay in a temporary accomodation.

Phuket is a shame and a scandal of misbehaviour and ignarancy and should be filed to the supervising authorities with foreigners complains

Unless you have to do something at immigration you really don't need to worry about the reporting.

Ubon immigration is no longer in Phibun. They moved to Sirindhorn last year. Location can be found here.  Address and Google Map location of immigration offices

Is is possible this might be to get landlords to pay tax on renting their property?

Never seen one of the forms so dont know what is on it ,does it ask if you own the property or rent it and ask what you rent it for. Or is it just a case off i stay here at such address ?

after 2 yrs living in Thailand with my Thai GF at her house, in Sept 2015 I left Thailand to return to Australia for a short trip. I returned to Thailand Nov 2015 and  as this was a hot topic then ... we went to my local Immigration Office ( Udon Thani) for her to complete a TM30. Imm officer looked at form , looked at computer then threw the tm30 in rubbish bin saying ....."not needed as returning to same address on file from 90 day reports and from last extension to permission to stay ( based on retirment). Also same address as on arrivals card given to immigration at Swampy airport.

so , just which imm offices want this and when is ...................................well a thai mystery.

From the posts it looks like this is going to be an important issue for all foreigners who live on and off or longer term in thailand or have rented property. Chiang Mai in particular seems to have started serious enforcement. Have to figure that it will spread.

Im not sure what the difference is between TM28 and TM30 and where to file what. So I did a few searches.

Now starting to get a better picture.

Bookmarked the following pages that may help people understand better.

When in Thailand I tend to alternate between two places. My Condo in Bangkok and our house in Prachuap (in my wife's name).

In this case I ought to consider whether it will be possible to register two places on my visa/extension.

I have only just done my one year retirement extension so its just too late for me to try right now. Will have to try some time in the future.

Has anybody tried declaring two addresses for residence?

Well, luckily we have this thing in Canada called "human rights" which prevents legal immigrants and tourists from being harassed and treated as common criminals, as they are in Thailand! If however there is just cause for action, they would be quickly deported!

Thanks Joe that's a good point.

Not such a bad road from Det Udom too.

Who gets treated like a common criminal? I've been here since 2010.

Highly unlikely -- these are two completely different departments in government and they would not be interested in doing the other departments job.  It is more likely that everytime there is any sort of issue you have a set of bureaucrats "fixing" it by creating a new rule/form/procedure without sitting back and figuring out how everything works together or if it is reasonable or effective.   There is nothing worse than having a bureaucrat with spare time to make up forms/procedures :o

Sorry for being so thick on this subject. I knew about the travelling bit but when I do I think the hotel I am staying in is responsible for this isn't it? In Bangkok I rent a condo in a Serviced Apt/Hotel building that is long term and daily. Is it their responsibility to do this or would I still be responsible when I return from out of country? I am pretty sure they don't but never checked with them.

I was fined 2000 baht today at Chonburi Immigration.

Went to extend non-o for retirement, paperwork in order including letter from my guesthouse that I stay there.  Was sent upstairs and told about this reporting requirement that had not been done.  I had assumed this was routinely done by folks at any guesthouse when I checked in.  Immigration seemed unable to find anything about me staying there.

I was was given a choice of paying 4000 baht now, or to somehow get the guesthouse owner to show up at Immigration the next day and pay 1600.

Not having 4000 on me, I was confused and showed it.  Then they cut the fine to 2000, so I paid and got a receipt of notification in my passport.  Gotta go back and pay 1900 more for the visa extension.

Back at the guesthouse, I showed the clerk the slick brochure (all in Thai) that supposedly explains this law.  He seemed clueless about it.
