As I understand it, you need to be in the vicinity of a local carrier that will automatically hook up with your AIS card to allow you to roam.  Whenever I've turned on my phone in other countries with the AIS card inserted (Cambodia, Laos, Taiwan), I immediately receive an SMS "welcoming me" to the local roaming provider that will let me use my AIS.  I've never tried it in a Western country (I live in the US).

 

Keep in mind that if you do get roaming to work, anything you do with the phone (including answering a call from someone) will be very expensive...and once your stored balance runs out, I don't think you'll have a way to add to it until you're back in Thailand.

Did you set up international roaming on the new SIM? If not you ought to be able to do it from the 12Call website. EDIT Unfortunately Eservice needs an SMS one-time-pin, so this route is a non-starter.

 

Don't forget to turn off mobile data or you'll find your balance vanishing rapidly.

Does the phone actually connect to a network? If so try *125 <green handset> or *125*1# <green handset>

 

Or call the AIS call centre +66 22719000 from a phone that works.
