Becoming a first world country is no fun. It's devoid of life, even bacteria life. Cold and no human warmth.  Just improve on the hawkers cleanness, give them a list of "Don't".....e.g. do not discard oil or rubbish down the gutter. Do not put too much chairs and tables around.

Poor hawkers where do they go now?

Civil servants sitting on their bottoms in air-condition office are not in touch with reality.

There was a time when the numbers of hawkers in Yawarat (chinatown) were at an optimal numbers it was really wonderful, good foods, reasonably clean and friendly hawkers always accommodating, asked for smaller portion they didn't charge you for more, being honest, something you appreciate.

Yawarat hawkers should be kept as the "National Treasure of Thailand".

You can sometimes compare government as a cancerous growth of a country. It sucks the blood and nutrients leaving the victim pale and weak.
