At what age exactly can I obtain a O visa for a retirement visa?

Can I ask a O or OA visa? . I still don't know the difference. My goal is to get a visa in Lao before my 50 years old and then wait 2 months in Thailand and last month ask for an extension of 1 year when I reach 50.
