We just recently applied for the free version of the Residence Certficate letter, and according to their Rules it works as follow :

 

Get a Appointment Ticket in advance between 9.00 - 11.00 at the second floor office, come back a few weeks later for submitting the application.

At same time get the new appointment for pick up , around two weeks waiting minimum is to expect.

 

  Note: If you need 2 Letters, you get 2 pick up  appointments , with waiting time for another 2 weeks for the second letter !!!!

 

 

This is the most innefficient way to handle it and somehow laughable because it causes them more work then ever before and absolutely nothing makes sense of it IMO.

  "...second floor office,..."  ??   There are a lot of second floor's in Chiang Mai.....     What building?    

 

   Where is this "...second floor office,..." ? ? ?

It makes perfect sense if you look at it from the point of view of an immigration official who would rather pocket a few hundred Baht bribe for expediting the procedure than do his job properly for only his salary. If the real procedure was quick and simple, as it should be, who in his right mind would pay to speed it up?

Went to Phayao immigration today with my paperwork. Had my residence certificate in 10 minutes. Total cost 700 baht.
Straight to transport office with my international licence and 20 mins later left with a two year Thai licence.

What else you need except residence certificate from immigration for applying Thai DL? Looking to apply in Bangkok at Taling chan office.

Do u have a drivers licence from your home country?
If not then none of the above applies.

If you have a work permit a residence certificate is not required.

Since there is only one Office left , figure out !!!

    There is an Immigration Office at the Promenada Resort Mall ?     I've never been there.  

I've only been to the Immigration Office by the Chiang Mai airport.  It's not there anymore ?   Sorry for not knowing..
