Supposedly, Thai consular services have restricted certain applications (like the O-A) to residents of states in proximity to either Chicago, NY, LA, or DC. http://thaiembdc.org/visas/ However, a recent post showed that Chicago wasn't too picky about applicants outside their jurisdiction. Maybe NY isn't either...... If that's your situation, best check with them first before submitting your paperwork.
