You can apply for a OA long stay visa at the consulate in New York since it is an official consulate.

What state do you live in? Supposedly, Thai consular services have restricted certain applications (like the O-A) to residents of states in proximity to either Chicago, NY, LA, or DC.

However, a recent post showed that Chicago wasn't too picky about applicants outside their jurisdiction. Maybe NY isn't either...... If that's your situation, best check with them first before submitting your paperwork.

Well, you're good-to-go, then. Also, reports indicate the NY Consulate do not require notarization, thus eliminating  an irritant.
