Because of changing things happened recently I would like to ask which embassies or consulates are going to issue the Non-O Visa for being parent of father of Thai children;

Exemple the Thai Embassy of France, they're not issue that kind of visa, only if it's the mother of Thai children, but not the father.. right each Embassy / Consulates to choose for who is given that kind of visa.

Recently Thai Consulate in Monaco issued the Non-O visa as we provide the copy of Thai Birth Certificate, but now, not anymore, because they get a directive to issue only a Tourist or Transit visa from the Thai Embassy in Paris.

I just feel it's only the near countries of Thailand that some Embassies issued the Non-O Visa for being father of Thai children ;

I'd some details when I mean the father of Thai children, is just the father of the kid, without any legitimation, born out of marriage, ( the kid is only 4 years )

Well, I am still willing to make the Non-O visa as it's become so strict with the tourist visa especially to be rejected at the border as we're witness of many cases recently on this forum

and if someone know if it's can be issued a MULTI Non-O visa, just for being a father of Thai Children should nice to know this !!

Most embassies and consulates will issue a single non-o for visa for being a parent of a Thai with your name shown on the birth certificate.

Some will only issue a multiple entry non-o visa if you are are the legal parent of your child by way of legitimizing your parenthood.

The only nearby location that will issue a multiple entry non-o visa is the consulate Penang Malaysia if you can show 400k baht in the bank or proof of income. The legitimization is not required there.

By the way, its theorically possible that we can be asked to show a ownard ticket and cash fund at the Immigration when we're coming on Non-O Visa ? or it's only for the Visa Exemption, TR visa, .. it can be happened

The onward ticket is not required if you have a valid visa for entry,

Showing 20k baht can be asked for for any entry but is less likely if you have a non-o visa.

Penang, Malaysia without legalization for ME non-O.  Need 400k financial proof or proof of income as UbonJoe said.   There is a small possibility that if you never had a non-imm visa before, they may initially issue SE non-o, and then the 2nd/subsequent time you can get ME non-O.  But just apply for the multi if you have all the necessary paperwork.

Is your passport French?

Where are people getting the 20k baht from?  My friend came through Sadao with SETV and he said the sign on the booth said 10k baht per person, or 20k baht per family.   So if you are coming in alone, what is the need for 20k?

It is 10k baht for a visa exempt entry. For entry with a visa it is 20k.

Immigration often asks to see 20k baht for all entries.
