I'm aware of the new(ish) limitation of only 2 land border crossings per year. 

 

Question: Does the two per year apply to ALL land border crossings (specifically Laos Friendship Bridge)?

 

Or does this limitation apply only to some of the specific border crossings that previously were not allowing any visa runs (like Mae Sai)?

The limit of 2 visa exempt entries per calendar at land border crossings applies to all crossings. The limit does not apply if you have a valid visa for entry.
