Depends on the nature of your problem and whether you are the owner or a tenant.

You're a recent arrival, aren't you?

If you are a co-owner then complain to the condo committee. If you are a renter then complain to the person your renting from. 

Office of the Consumer Protection Board (If you are the owner of the condo). They're effective on banks, not sure about property companies though

Only for a very limited range of issues, and even then in my experience they generally dont want to know.

 

Without knowing exactly what problem the OP is experiencing it is impossible to suggest somewhere to complain to. The original description (big problems) is ridiculously vague. Is it noisy neighbours, water leaks from above, a broken water heater, stray dogs in the car park, money missing from accounts, non-respect of condo law? The possibilities are endless.

But, they have no experience and no budget.
