I'm 28 born and raised in a foreign country with one Thai parent (mum). However as of recently I've lost both my parents and decided to move to Thailand for good and start a new life there. I never bothered to apply to for my Thai citizenship until their passing. I went to the embassy where I live (Dubai) and handed the following:

 

My birth certificate

Mum's passport copy & Thai ID (old - wasn't updated at all)

Marriage certificate 

Father's documents

 

(I want to apply for my Thai Birth Certificate and Passport then move to Thailand and get Thai ID)

 

They've come back to me stating that her Thai national ID number is very outdated and I need to get her new number so I can go ahead and continue processing my documents. First thing is, I don't know where to start. I don't know mum's side of the family since she ran away with dad. Nor do I have close friends in Thailand unfortunately who are willing to run around for me.

 

Is there anyone over here who can guide me to possibly best lawyers in town or what I can do from Dubai to just get a copy of her updated ID? Money isn't an issue if the lawyers are expensive, I just want everything done the right way. Hope I can get good guidance and help!

 

PS - I've already emailed the Thai Embassy and Ministry of Affairs there but no reply yet.

The lady at the embassy said my mum hasn't changed her ID since 1960's/70's and that she's been carrying and old one that's an 11 digit number.

I am quite doubtful that you can apply for an updated Thai id card for a deceased person. If it were possible, I think you would need to go to the amphur that issued the old id card (it is written in Thai on the id card). Possibly, the officials there would be willing to do some creating paperwork in return for some monetary inducement.

 

That said, I cannot imagine an updated id card would be an absolute requirement to apply for a Thai birth certificate and passport. Probably @ubonjoe will add his views in the morning. I suggest you follow his guidance.

I cannot understand why the old passport number should be a problem for you to get your Thai birth certificate from the consulate or embassy.

I think all they need to to is add 2 digits to it to make it have 13 digits like the new ones do. They may not be aware of what they need to do since they have never come across the problem before. They should be contacting somebody to find out how to do it.

All they need your mothers ID number for is to fill in the blanks on the birth certificate. I assume they could put dashes instead of a number.

The process to retrieve your Thai nationality is a bit more complicated, because of the outdated nature of your documentation, but not impossible!

 

I have helped people resolve their Thai nationality on 2 previous occasions with similar circumstances.  

 

It is best to start with visiting the District office where your mother's last ID card was issued.
