The airport on Koh Phangan was never finished.... the idea was abandoned several years ago.

I don't think that the idea was abandoned. But the project has stopped because Kan air is broke.

 A bit more to it all than that although they (Kan Air) would have lost a pile of money trying it...  If I remember it was being built on National Park land and may have ruffled a few feathers!  Also it was a very poor location.. the drive down to the main road in Ban Tai is quiet hair raising!  I'd be surprised to see it get going again. There was a story in Samui section, which may help if you do an archive search ....
