Thai Insurance car & bike cover Q.

In general conversation about Thai stuff I was asked yesterday if you have voluntary Class 1,  2  or 3,  3+ etc insurance on a car & motorbike do you still have to have the Thai gov compulsory insurance as well.

I have always have had both most of the time but can't say for sure,  never really thought about it.

Anyone know the real situation. ?
