I see that the on-line reporting doesn't work. so I'm just checking here: It's 15 days before and 7 days after my date that I can do it at the Chaeng Wattana office?

Correct 15 days before or 7 days after when reporting in person.

You can also do your 90 day reports at one of these offices.
