For some reason I can access international sites, BBC, Hotmail, etc, using the Firefox browser but not MS Explorer. Now why would that be? Why would the browser make a difference if the telecoms link is broken?

i'm using firefox too and can get some sites no problem but some US sites we can't open or it takes forever

Make sure the proxy is set the same in both. Under FF Options > General > Connection Settings and see if Manual Proxy Configuration is set or is Auto. IE should be set the same.

The ISP's are gradually getting their act together and finding alternate routes.

It may improve day by day as the various cables get repaired..

Proxy settings as noted above, and FF in default configuration will wait longer before giving up and sending you a timeout message when the connection is really show so it will load a site that IE gives up on.
