Father and Son Found Murdered in Pickup Truck in Kalasin's Rice Field
Picture from responders. In a shocking crime, two bodies were discovered stuffed into the back of a pickup truck abandoned in a rice field in Kalasin province. The victims, a father and son, were found brutally murdered, and police are now investigating the case as a homicide. At around 9:00, local police were alerted to the discovery of the bodies in a pickup truck parked in a remote rice field in Non Sawan village, Nong Itao subdistrict, Yang Talat district. Upon investigation, officers identified the victims as 62-year-old Mr. Rian and his 32-year-old son, Mr. Piyapong, both residents of Yang Talat. According to preliminary reports, Mr. Rian was found with a gunshot wound to his left side, while his son showed signs of severe trauma, including head injuries from a blunt object, ligature marks on his neck, and a gunshot wound under his left armpit. The bodies were found lying atop one another in the bed of the Toyota pickup truck, which also contained a single cow standing unharmed. Further investigation at a nearby forest area, about 500 metres from the crime scene, uncovered shell casings, rope, shirt buttons, and bloodstains, suggesting that the murder took place there before the bodies were transported the short distance across the provincial boundary back into Kalasin. Residents reported seeing the two men in the area the previous afternoon but had assumed they were resting. The victims' relatives, including Mr. Piyapong’s wife, revealed that the father and son were cattle traders who had left home in the early hours of September 18 to conduct business as usual at a local cattle market. Mrs. Piyapong last spoke to her husband at 9:00 that day, but became concerned when subsequent calls went unanswered, prompting the family to begin searching for them. Police suspect that the murders were a targeted robbery, as the victims had reportedly been carrying 100,000 baht in cash from cattle sales, along with a gold necklace, both of which were missing from the scene. The attackers, believed to be a group of at least three, are thought to have known the victims and lured them into the fatal encounter. Authorities from Kalasin and Maha Sarakham provinces are now collaborating in a joint investigation, as the crime spanned both jurisdictions. They are working to gather further evidence and pursue suspects to bring those responsible to justice. The victims' family, devastated by the loss, has called for swift action in arresting the perpetrators. -- 2024-09-20 -

Thailand Opens Public Feedback on Draft Cannabis and Hemp Law By Kittisak Phalaharn National — On September 18th, 2024, Thai national media reported that the Department of Thai Traditional and Alternative Medicine has opened public consultations on the draft Cannabis and Hemp Act, running from September 16th to the 30th through the law.go.th website. The public, including farmers, business operators, and citizens, are invited to provide feedback on key aspects of the draft law here. The proposed legislation includes the establishment of a Cannabis and Hemp Board, chaired by the Thai Minister of Public Health, which would be responsible for overseeing the regulation, promotion, and safe use of cannabis and hemp, particularly in medical, agricultural, and industrial sectors. The draft outlines licensing requirements for growing, producing, importing, exporting, and selling cannabis and hemp. While roots, branches, leaves, stems, and seeds are less regulated, cannabis flowers will face stricter control, requiring government licenses for sale, production, and export, according to Thai national media. Special permits will also be required for each import or export transaction. Cultivation licenses will be categorized by the size of the farm, ranging from small (up to 5 rai), medium (5 to 20 rai), and large (over 20 but up to 400 rai). Vehicle Crashes into Canal, Woman Found Dead Inside

The Miracle of Life Rescue Foundation (Khun Rattanawut) in Kanchanaburi received a report of a vehicle crash involving a car believed to have driven into a canal near Nong Sawa–Tha Muang Road, Moo 7, Nong Sawa subdistrict, Phanom Thuan district, Kanchanaburi province. The foundation's communication and coordination centre dispatched nearby volunteers to investigate. Upon arrival, they found a canal with evidence of tyre tracks on the grass by the canal’s edge. Oil was visible in the water, and debris was partially blocking the water flow, suggesting the presence of a vehicle. The foundation's underwater search team and local volunteers conducted an immediate search. They discovered a white Mazda pickup truck submerged in the canal. Inside the vehicle, they found the body of a deceased woman. She was subsequently removed from the water. Local residents confirmed that the deceased was the same person reported missing by her relatives the previous day. The deceased has been identified as Mrs. Mali Jamnongkul, aged 53, from Moo 7, Nong Sawa, Phanom Thuan district, Kanchanaburi.
