June 26, 20178 yr Downloading copyright protected has been illegal for at least a decade, but so far very few have been prosecuted. Using a VPN is not illegal in Thailand, unless you use the VPN to bypass accessing sources that are blocked by the Thai government. Alluc and Openload or any other similar sources are considered illegal when they provide copyright protected content, but accessing them is not illegal because they are freely accessible on the internet, as long as you don't save the content. They are working on a law to make accessing those sites illegal, but who know if that law ever materialize. Any way, I think there is little chance the end user will ever be prosecuted, as tracing all those millions of users would be a hopeless task to start with, but in the future they may find some ways to more successful block the sources.
