Again, this mentality of passiveness and complacency striving to stay just below mediocre.

I read proactive enforcement a few times.  This does not exist.

They will never reach Tier 1 because they will coast on this and never convict anyone important.  Please prove me wrong!

Unless and until the "Big fish" get convicted and sent to jail, nothing will change. Period.

the big fish are in league with local government cops/mayors/governors/officials at most levels . no big mystery here .

Well as military personnel have time and time again been exposed as having an involvement  in cross border trafficking then effectively it is state sponsored.  Until these tin pot solders and their arrogant leaders are brought to boot, nothing much will happen, except of course  continued lip service.  Can not figure out why Thailand has not gone to Tier 3.

Prime Minister Prayut Chan-o-cha said the government’s continuing work was not intended to earn a favourable evaluation but sought to protect people, both Thais and foreigners, in the Kingdom according to humanitarian principles.

 

Does he not realise that had the "Government's continuing work" been successful, then the "favourable evaluation" would have automatically followed.   The PM's statement above is a joke.

What a joke. 

Whether they are on Tier 1 or 5 or 10 does not change the fact that the Thai government should be doing better. They have had three years already of protecting powerful/entitled persons and a dismal record of rooting out any corrupt practices and punishing those involved.
