BANGKOK: -- The National Broadcasting and Telecommunications Commission on Wednesday warned advertising agencies that they risk facing legal action if they advertise on over-the-top (OTT) platforms that have not registered by deadlines set by the NBTC.

Natee Sukonrat, chairman of a subcommittee in charge of the NBTC’s new OTT regulations, said the commission would apply broadcasting law and the criminal code against illegal OTT operators and those supporting their operations.

OTT is the delivery of content such as films and TV programmes to viewers via the Internet, either free or for a charge.

The NBTC invited leading OTT content providers and OTT network platform operators on June 22 to declare themselves as OTT players in an attempt to regulate the OTT sector. The two groups were given different deadlines for the purpose.

OTT network platforms such as Google and YouTube were given a deadline of July 22 to declare their status.

YouTube belongs to Google.  Sounds like a shakedown of Internet giants, as smaller companies are far more difficult to control, especially if they are overseas.

The European Union just fined Google with an over $2 billion dollar fine, so I think they can use any advertising revenue they can get their hands on, will be interesting to see how this plays out.

I don't see the connection.

"It denied other companies the chance to compete on the merits and to innovate. And most importantly, it denied European consumers a genuine choice of services and the full benefits of innovation." http://money.cnn.com/2017/06/27/technology/business/google-eu-antitrust-fine/index.html

The NBTC registration is about content control. That is anathema to innovation, free enterprise and choice. I suspect that once NBTC gets all the broadcast platforms registered, the next step will be to require them to operate through a government-owned single gateway.
