Can photo inserted in post be smaller?

When I choose photo files it often comes out way bigger than suitable, filling the page from side to side......can I reduce the size easily?

 

That was yesterday on Macbook, not sure if it happens on iPad , but i prefer Macbook for longer posts easier to type.

 

Oh bonus question: In a post I'm composing but not yet posted, the first photo loaded fine (though very big), but the second photo bit later twice failed to load. Wondering why, it's just a JPG

I'll try uploading the second photo again here.....looks like it worked......it's below.......so I went back to the post I'm composing but same again "PROBLEM UPLOADING FILE" or something similar. Hmmm
