I know it opens at 6am. What time does the laos visa on arrival office open?

Same time as far as I know.

They close at the same time bridge closes so I am sure it opens at the same time.

They may charge you a bit extra for being outside of "regular hours" for your Laos VOA.  I had to pay this once a couple years back; it wasn't much, and not sure if that policy is still in-effect.

Guessing it was around 7AM - but this was ~2 yrs ago.
